Community Alternatives to Psychiatric Residential Treatment Facility (PRTF) Waiver Initiative
This demonstration grant waiver program was designed to enable CMS to develop reliable cost and utilization data to evaluate the effectiveness of community-based service delivery models. The goal of this initiative is to prevent or shorten stays in residential treatment settings while improving outcomes for children and youth with serious emotional health challenges. Though the demonstration has ended, the President’s 2015 budget proposes expanding the demonstration to become a permanent waiver.
The Georgetown TA Center has provided technical assistance to the 9 PRTF states since 2010. More recently, the TA Center in partnership with the Disability Service Center at JBS International, Inc, has engaged in numerous evaluation activities to demonstrate the importance and effectiveness of the waiver.
The following resource provides an overview of the waiver along with the results of a secondary data analysis with both a quantitative analysis of outcomes and a qualitative analysis of 134 interviews conducted with youth, family members, providers and administrators touched by the waiver.
